| Winter Conference 2013 |
The OALA Winter Conference is more than a conference with great speakers, it's a vehicle to develop, support and mentor the next generation of Oregon educators in a more diverse and challenging learning environment.
Held annually, the OALA Winter Conference offers intensive exploration of the field of innovative instructional and learning strategies for Latino students, best practices for parent involvement, closing of the achievement gap for English language learners, and profession development training for aspiring administrators. Participants can expect a hand-on curriculum which includes presentations by nationally-recognized authors and educational officials.

OALA and it's sponsors proudly hosted its Keynote speakers at the 2013 Conference
Dr. Elena Izquierdo, Associate Professor, University of Texas at El Paso, is a linguist by training, Ph.D. in Linguistics and Bilingual Education, Georgetown University, 1995, and an educator in practice. She is the Program Area Chair for Bilingual/Literacy/Biliteracy/Early Childhood Education at the Undergraduate, Graduate and Doctoral levels in the Department of Teacher Education at the University of Texas at El Paso. Dr, Izquierdo was an administrator for 13 years in the Public Schools of Washington, D.C. as the principal of the nationally recognized Two Way Dual Language elementary school, Oyster in Washington, D.C. and Director of Language Minority Affairs. As PI of Project LEAD, a $1.8 Department of Education grant, she will focus on transforming schooling for English Language Learners. Research areas will include Academic Language, Professional Learning Communities, Translanguage, and Mentoring in an ELL Secondary School context. In addition, her research focus includes dual language education and biliteracy. Dr. Izquierdo is a member of the national Hispanic Leadership Council (HLC) and the current secretary of the National Alliance for a Multilingual Multicultural Education (AMME).

Silvia C. Dorta-Duque de Reyes
Silvia C. Dorta-Duque de Reyes, is a strong advocate for biliteracy.
She actively affirms the value and importance of proficient bilingualism and the revitalization of rigorous Spanish language instruction as the most effective pedagogical approach to achieving high levels of language proficiency in English. She works vigorously to insure system wide accountability towards the academic achievement of English Learners.
Silvia C. Dorta-Duque de Reyes is also known for her contributions in the areas of curriculum design, staff development and parent involvement. Her area of expertise is biliteracy with a focus on academic writing and the organization of instruction for explicit teaching of Spanish to English skill transference.
Silvia Dorta-Duque de Reyes has various academic publications. One of her most recent collaboration includes coordinating, developing and editing the official translation of the Common Core Standards for Language Arts and Mathematics into Spanish in collaboration with the California Department of Education and the Council of Chief State School Officers.
